我国电力需求侧管理的现状分析及政策建议

Analysis on Status Quo of Power Demand Side Management in China and Policy Suggestions

介绍了我国电力需求侧管理在政策、技术、融资、节能等方面取得的成果,并对需求侧管理工作开展过程中碰到的问题展开讨论,诸如国家激励政策不足、融资匮乏、监管力度不够等。在此基础上,针对问题提出相关的政策建议,一方面要进行激励,另一方面加强监管。提出只有激励政策出台,才能为电力需求侧管理的前进开辟通道,才能调动各企业参与者积极实施;只有监管到位,才能保障需求侧管理工作平稳健康发展,才能形成良好的长效机制,需求侧管理在我国的发展规模会更大、范围会更广,从而更好地为节能减排工作服务。

This paper introduces achievements in policy, technology, financing and energy-saving of power demand side man-agement in our country and discusses problems in developing management working such as insufficiency of incentive policies, deficient financing and insufficient supervision dynamics. On the basis of the above discussion, it proposes rela：ed policy sug-gestions which is to strength inspiration and supervision. It proposes it is possible to open up an advance road for power de- mand side management and mobilize enterprises to actively implement related management by introducing incentive policies. On the other hand, it is possible to ensure steady and healthy development of power demand side management and form good long-term mechanism by reasonable supervision. Thus, it is possible to expand development scale and range of power demand side management in our country and promote energy-save and consumption reduction.
