摘要
实施排污权交易制度,在理论和实践中首先要解决的一个关键问题是初始排污权的分配,而在实践中以初始排污权的免费分配更具有操作性。针对电力行业火电机组的特点,从节能环保的角度出发进行初始排污权的分配,构建了基于节能环保的初始排污权的免费分配模型,并采用改进的粒子群算法——粒子群协同优化算法对该模型进行优化计算。算例表明该分配模型有利于燃煤总量最小化,且能够发挥排污权交易市场的作用,达到控制区域排污总量的目的;同时粒子群协同算法比普通的粒子群算法具有更好的收敛结果。
To implement emission trading system, one of the key problems in theory and practice is to solve allocation of the initial emission permits. And it is more operable to have free allocation in initial emission permits in practice. Aiming at characteristics of thermal power unit in power industry, this paper introduces construction of a free initial emission permits allocation model based on energy conservation and environmental protection, Meanwhile, it uses improved particle swarm optimization algorithm which is also called particle swarm collaborative optimization algorithm to proceed optimization cal- culation for this model. The algorithm shows that this allocation model is not only beneficial to minimize total coal consump- tion, but also play a role in emissions trading market to achieve the goal of controlling regional total emission amount. In ad- dition, it proves this collaborative algorithm is better in astrengency than ordinary partical swarm optimization algorithm.
