世界城市产业发展导向下的海淀区人口调控研究

Research on the Population Management Based on the Industrial Restructuring of World Cities in Haidian District,Beijing

文章对世界城市目标背景下的海淀产业发展进行了耦合度解析,在此基础上,通过就业弹性系数、产业与就业结构偏离度分析、三次产业与就业的回归分析来测度海淀区相关产业的人口带动作用,由此分析目标导向下的海淀人口发展预期,根据研究结果,海淀区应基于产业结构优化的视角进行人口合理增长引导,建构海淀区人口可持续调控体系;疏解城市功能,疏导人口合理分布;坚持人口质量和结构的多元调控政策;构建外来人口服务管理系统。

Based on the overview of the concept and industrial characteristics of world cities, the paper analyzes the industrial development in Haidian district, Beijing. Such methods as employment elasticity, deviation and regression analysis of industry and em- ployment have been used to analyze and discuss the relationship between the population increase and industrial development in Haidian. After that, the paper forecasts population in the context of word city oriented development. Finally, it puts forward some ideas for the reform in population management： guide a reasonable growth of population based on the industrial restructuring; build up the sustainable management system of native and foreign population; promote the reasonable distribution of population; adhere to the popu- lation quality and structure control policies.
