建立北京科技园区 ,应当从全国、全世界的高度作战略性的思考。要想使北京的科技园区超常发展 ,就要有超常的思路与超常的措施 ,就像当年建设深圳特区要有超常的思路与超常的措施一样。一个经济特区 ,一个科技特区 ,是推动我国经济发展的两翼 ,缺一不可。有了它们 ,生产力与生产关系的相互关系才能处于最佳的状态 ,我国经济才能不断地腾飞。
