“重负”的成因与“减负”的对策

摘要 中小学生负担过重 ,既表现在课业上 ,也体现在心理上。这一基础教育的顽症 ,严重地阻碍了中小学生的健康成长和身心发展。是推进素质教育的瓶颈。深刻的历史 ,文化和思想根源 ,广泛的社会因素 ,急待创新的教育 ,都是形成“重负”的原因。在全社会真正形成正确的人才观和用人标准 ,正确的社会舆论导向 ,对传统思想、文化的去粗取精 ,高等教育基本满足人们的教育需求 ,做好教育理论的研究和普及工作 ,为“减负”创造良好的外部条件。再加上教育内部的教学内容的改革 ,在中小学实行学分制和弹性学制 ,不断改进教学方法 ,提高在职教师继续教育和师范教育的质量 ,对学校、教师、学生的评价制订科学的评价标准和办法 ,真正实行教育创新 ,“减负”与提质一定能够并行 。 Primary and middle school students are physically and psychologically overloaded with a great variety of learning tasks.This is an incorrigible tumor on our elementary education system which severely hinders children's mental and physical decelopment,and is the bottleneck of our quality education.The school-children's heavy loads result from our deep-rooted tradition,culture and concepts.Other various social elements and the want of innovation in our school system also contribute a lot to the current situation.the strategies to create a positive external enviornment which is essential for lightening students'load in clude the sensible evaluation and utilization of human resource,the formation of proper public opinion,further research on educational theory and popularization of it.As for the traditional concept and culture,we should get rid of the coarse and obtain the refined.Besides,people's need for high educaticn should be basically satisfied.The internal innovations of our education system include the innovation of syllabus,improvement of teaching methodolegy,adoptation of academic credit system and flexible school years.Strengthening the in-service training and enhancing the pedagogical quality are important parts of innovation.Scientific criteria and methods to evaluate teaching and learning are also vital to bring red innovations to our education system.As a result,the goal of lightening students' leaning burden and improving the education quality can be simultaneously achieved.The tumor on our elementary education will consequently be cured.
