In 2011,the State Council issued the ＂national economic and social development of the Twelfth Five Year Plan＂,the development of marine economy once again put on the table.Ocean development,the development and utilization of resources will enable the marine engineering construction scale make a spurt of progress.There is no doubt also leads to a series of problems of environmental safety,the use of sea areas.Sustainable marine development policy,improve the marine engineering construction safety management will be the theme of this article.
