利用框架协议采购模式提升企业物资采购水平初探

框架协议采购是一种先进的采购管理模式,它具有战略性强、科学严谨、时效性强、可控性好、透明度高的特点。框架协议采购从上世纪八十年代逐渐形成和兴起,现已成为许多国家政府机构和企业的首先采购模式。从2005年起,国内许多大型企业逐渐认识和了解了框架协议采购模式的优势所在,开展了一定程度的探索和试推广。本文从框架协议采购的定义与发展、框架协议采购的特点、框架协议采购的实施等方面进行了探讨与研究,以期为框架协议采购模式在国内的推广应用起到点睛之效。

Framework agreement purchasing is an advanced purchase management pattern with features of strong strategy,scientificity and strictness,strong timeliness,good controllability and high transparency.Gradually formed and rose from 1980s,framework agreement purchasing has become the prior purchasing pattern of many government agencies and enterprises.Since 2005,many domestic large-scale enterprises began to learn about the advantage of framework agreement purchasing pattern and carried out some exploration and promotion to a certain extent.This paper discusses and studies framework agreement purchasing from several aspects： definition and development,characteristics,implementation and etc.,in hope of providing useful reference for the promotion and application of framework agreement purchasing pattern in China.
