摘要
我国政府在实施电子政务的过程中,由于社会需求的快速变化,以及我国电子政务系统很难一步到位地完善,为此我们提出柔性化的电子政务系统目标,在实现这一目标过程中,要求从政府组织结构、管理模式都进行柔性化的变革。
In reaction to the phenomenon that the social demand varies rapidly along with the difficulty in the perfection of e-government system in one step in the course of the construction of E-government in China; the goal of the establishment of flexible e-government system should be achieved by means of the flexible reforms both on the government structure and administration mode.
