电子政务的柔性化管理方略

The Flexible Management Strategy of E-Government

我国政府在实施电子政务的过程中，由于社会需求的快速变化，以及我国电子政务系统很难一步到位地完善，为此我们提出柔性化的电子政务系统目标，在实现这一目标过程中，要求从政府组织结构、管理模式都进行柔性化的变革。

In reaction to the phenomenon that the social demand varies rapidly along with the difficulty in the perfection of e-government system in one step in the course of the construction of E-government in China; the goal of the establishment of flexible e-government system should be achieved by means of the flexible reforms both on the government structure and administration mode.
