自2012年9月4日发布“智慧城市”发展战略以来，中国联通以城市光网络、WCDMA无线网络、WLAN三大网络为基础，以九大数据基地为依托，以基于云计算的全国统一的智慧城市平台为载体，构建“共建、汇聚、开放”的发展模式，推进智慧城市发展。
On the basis of the three networks -- city optical network, WCDMA wireless network and WLAN, relying on the nine data centers, and using the cloud computing-based unified national platform of Smart City as the carrier, China Unicom has developed a ＂Co-building, Convergence and Openness＂ model to promote the progress of Smart City since releasing the ＂Smart City＂ development strategy on September 4, 2012.
