英国呈缴法律已有300多年的历史,随着数字出版的不断发展,英国实行自愿缴存以填补非印刷出版物法定缴存最终立法之前国家出版档案增长的空白。在英国文化、媒体和体育部的领导下,对英国离线出版物和在线出版物的几种缴存方案进行评估后,英国政府颁布了非印刷呈缴条例草案。借鉴英国的实践经验,我国应正确选择数字呈缴方案,平衡图书馆与出版商之间的利益,做好数字呈缴材料的访问管理,解决安全网络与隐私问题。

The legal deposit law in Britain has a history of more than 300 years.With the growing of digital publications, Britain has carried out the voluntary deposit, in order to fill up the blank of the growth of national publishing archives before the final legislation of the legal deposit of the non-print publishing. Under the leadership of Department for Culture Media ＆ Sport, after accessing deposit plans of offline publications and online publications,the British government has enacted ＂The Legal Deposit Libraries （Non-print Publications） Regulations＂. Learning from the practical experience of Britain, our country should select the digital deposit program correctly, balance interests between libraries and publishers, do well in the access management of the digital legal deposit material, solve issues of the security network and privacy.
