On the Relation between China’s Sustainable Development and Ecological Economy——Taking Meso-regional Economic Development as the Example

中观区域可持续发展是国民经济宏观总体可持续发展的前提条件,也是区域经济发展的一种模式。生态经济学是可持续发展的基础,也是人类在当前资源能源发展与自然环境发展中所遇到综合问题的一个集合。从某种意义上讲,中观生态经济是对区域资源能源开发利用中所保持的生态均衡状态作出的一种理论描述。中观区域经济可持续发展具有持续性、协调性、整体性、开放性、梯级性、传递性、促进性、外部性特征。它要求生态、社会、经济三大系统相互配合发挥良性作用,要求生态、人力、物质三类资本均有增值;要求生态、社会、经济三种可持续性相互适应;要求生态建设、经济建设、社会发展三套目标相互协调;要求城乡一体化、地区一体化,最后达到整体协调可持续发展。

The sustainable development of meso-region is the precondition of the development of the sustainable national economic development; it is also a developing mode of regional economy. The ecological economics is the basis for the sustainable development; it is also the collection of all the problems in the development of resources, energy and natural environment. Meso-ecological economy is the theoretical description of the ecological balance in the development and utilization of regional resources and energy. The sustainable development of meso-regional economy has such characteristics as being sustainable, coordinative, integrated, opening, gradual, deliverable, promotive and external. The sustainable development of meso-regional economy needs the help of sound interaction of ecological, social and economic system, the added value of ecological, human resource and material capital, the mutual adaptation of ecological, social and economic sustainability, the mutual coordination of the targets of ecological construction, economic construction and social development, the urban-rural integration, the regional integration and the integration of poor and rich regions. The final target for us is to promote the integrated, coordinate and sustainable development.
