农村居民收入差距问题实证分析——以宁夏地区为例

Study on the Income Gap of Rural Residents——Taking Ningxia as the Example

改革开放以来,宁夏经济取得了长足发展,但受地缘位置因素、地区经济发展、农村社会保障制度、农村劳动力受教育程度、家庭人口等因素制约,宁夏各地区收入增长不平衡,且不同收入组农户家庭人均收入差距有继续扩大的趋势,农村居民总体收入水平落后于全国乃至内陆省区。为妥善解决宁夏农村居民收入差距问题,应充分利用行政手段与市场调节,从宏观、微观两个方面入手,加强政府宏观调控,缩小地区差距;坚持以人为本,大力发展农村教育;转变地区经济结构,增加就业岗位;建设社会主义新农村,构建农村社会保障体系;进一步加强计划生育工作。

Since the reform and opening up, we have made considerable progress in the economy of Ningxia. But restricted by such factors as geographical location factor, regional economic development, the rural social security system, the education level of rural labor, and family members, the income growth in Ningxia is imbalanced; the income gaps among different groups are widening; the overall level income of rural residents in Ningxia lags behind that of the whole nation and even all other inland provinces. To properly solve the problem of income gap, we should, first, make full use of administrative means and market regulation from both the macro and micro aspects, strengthen government macro-control and narrow the regional gap; second, we should adhere to the principle of ＂people-oriented＂ and give more support to the development of rural education; third, we should transform the regional economic structure and provide more employment opportunities; fourth, we should build a new socialist countryside and improve the development of social security system in rural areas; and fifth, we should further strengthen the work of family planning.
