Study on Government Performance Management Processes and Methods:Based on a Theoretical Thinking of the Practice of Chinese Government

摘要 政府绩效管理目前在我国各级政府部门广泛开展,但还未形成统一的模式。本文分析了以绩效指标体系为核心,包括绩效计划、过程管理、考核评价、结果应用等四个环节的政府绩效管理PDCA循环机制,具有较强的理论和实践意义。 Recently, the govemmant performance management has been extensively applied in China government departments of all levels, but there still lacks a unified model. Actually, the government performance management is a kind of PDCA cycle mechanism considering performance index system as its core and is formed by such processes as performance plan ,process management, performance measurement and appraisal and results application. Performance index system is a logical system which longitudinally reflects the government's function combination and horizontally reflects performance context, the methods of performance measurement and appraisal and the performance responsible subject. Performance plan is a series of specific scheme to implement the performance index which should contains target decomposition of different phase, the measures and steps to promote work, the personnel responsibility division, time schedule and such supplementary resources. Process management' s chief goal is to discover and solve the existed problems without any delay and finally promote the performance year's goals. Performance measurement and appraisal actually contains such links as self- appraisal, index measurement,inspection and verification, multiple evaluation,performance rating, result analysis and feedback of the results. The primary aim of results application is to promote performance improvement, stimulate the improved power via the personnel incentive measures and simultaneously facilitate the government administration to be refine and scientific.
