摘要
面临生态环境承载能力的减弱,发展方式转变的首要选项是:要关注自然资源开发利用方式在社会经济发展中的基础地位;要关注生态环境承载力的持续性在发展方式转变中的基础功能。按照生态经济规律的发展原则,提出资源环境保护在发展方式转变进程中实施生态建设的取向。
Facing the weakening of the load capacity in ecological environment, we should pay attention to the foundation position of the development and utilization mode of natural resources in the social economic develop- ment ; and we should also focus on the basic functions of ecological environment load capacity in the change of sus- tainable development mode. It is the first option of the development mode change. In accordance with the develop- ment principle of the ecological economics, we put forward that protecting the resource environment carries out the ecological construction orientation in the process of the economic development mode transformation.
