It is a game relation between creative talent and enterprise. The creative talents contribution is thebasis of enterprise incentive. The enterprise should construct an incentive mechanism conductive creative talent to play, including material incentive, property right incentive, mental incentive, cultural incentive. The movement should establish an effective incentive mechanism to promote talents innovations.
