城乡居民医疗保险差异性分析——从公平理论角度探讨

基于公平理论,以公共服务为特征的社会医疗保险制度应该是人人平等的。但由于城乡经济发展水平不同、政策制度差别及个人心理因素差异等方面的因素,使得城乡医疗保险现状存在一些差异。发展方向应是城乡医疗保险制度趋于平等。可以通过扩大政府财政支出、提高基层医疗人员素质、取消户籍制度等措施逐步实现。

Based on equity theory, Characterized by public service of social medical insurance system should be equal.
