我国产业结构升级面临两方面困境:一方面由于独立研发能力较弱,缺乏产业升级所需要的核心技术;另一方面,由于制度体系或制度结构不健全、不完善,抑制了资源在不同产业之间的自由流动。因此,产业结构升级困难,长期锁定在低水平状态,这样的状态被视为"产业结构陷阱"。跨越"产业结构陷阱"要完善市场竞争机制,增强企业技术创新动力;健全国家创新体系,为技术创新提供知识源泉;发展战略性新兴产业,促进产业结构向高级化演进。

Industrial structure upgrading in China is facing two dilemmas;on the one hand,core technologies are urgent needed for industrial upgrading because of the weakness in independent research and development;on the other hand,free trade of resources among different industries have been restricted because the market mechanism is yet to be developed.Therefore,the industrial structure is hard to upgrade and remains at low level in the long term,which produces 'the industrial structure trap'.To overcome the trap needs to perfect the market competition mechanism and enhance enterprise's technical innovation,to improve the national innovative system and provide knowledge foundation for technologicalinnovation,and to develop new strategic industries and promote industrial structure evolution.
