在全面分析生态文明建设是我国历史发展的必然选择的基础上,指出我国水资源极度短缺、水环境严重污染和水生态全面退化,水生态文明建设已迫在眉睫。为此,需要加强制度保障、持续推进,加强社会动员、合力推进,改革管理体制、协同推进,健全激励机制、有效推进,加强规划引领、科学推进,坚持试点先行、扎实推进水生态文明建设。

Water ecological civilization construction is the inevitable selection along with rapid development of China. It has become an urgent need due to the extreme shortage of water resources, severe pollution of water environment and degradation of aquatic ecology. Therefore, it is necessary to strengthen institutional system, mobilize the whole society to make joint efforts, reform management system, perfect motivate mechanism, make effective role of planning and trial implementation of pilot project so as to create favorable environment for water ecological civilization construction.
