水生态文明建设规划编制的基本要求

科学编制水生态文明建设规划是一项重要的基础工作,应正确把握其各个环节的主要内容和技术要点。应在做好前期工作的基础上,明确规划的指导思想、规划原则和建设目标,把落实最严格水资源管理制度、用水总量控制与水资源优化配置、用水效率控制与节约用水管理、水功能区纳污总量控制与水资源保护、水生态系统保护与修复、水利建设中的生态保护、水生态文明建设工程体系、水文化体系建设和制度建设作为规划的主要任务和内容,同时列出示范区与重点工程,提出提高保障和支撑能力的技术要求。

Planning of water ecological civilization construction is one of the fundamental parts that requires understanding of key contents and technical point of each cycle. Guiding thought, principle and target should be clearly defined on the basis of good preparation in the early stage. The main tasks and contents of plan should include implementation of stringent water resources management system, controlling of total water use and optimized water allocation, increasing water use efficiency and water conservation, controlling of total pollutant discharge in water function zone and water resources protection, aquatic ecosystem protection and recovery, as well as ecological conservation, structural measures and strengthening water culture and institutional system. Pilot areas and key projects are listed. Technical requirements are raised for enhancing capacity of supporting and guaranteeing the campaign.
