摘要
从法律、经济、政治、文化、社会和技术等多个层面探讨公共借阅权(PLR)制度发展的障碍,认为各国PLR制度存在的障碍因素和程度各不相同,全球PLR制度在各种障碍的制约下缓慢推进。
Public Lending Right （PLR） is the right of copyright owners to receive payment for free public use of their works in library and other public institutions. The paper discusses the obstacles to the PLR system from multiple aspects such as law, economy ,politics, culture, society and technology. The author points out that the factors and extent of obstacles to the PLR system in various countries is different and the PLR system in the world is slowly advancing.
