摘要
总结近年来我国激励科技人才创新创业的探索与实践,已在国家创新体系构建和完善、科技体制改革推进,以及在操作层面上的引才、助才和荐才等政策措施方面积累了一些经验,但仍存在着投入力度不足、合力推动需求与离散的管理体制矛盾、缺乏激励创新及政策的长效机制等问题。提出加大资金支持力度、加强顶层设计和综合协调、优化科技管理体制机制、注重对科技人员综合激励等路径选择的策略建议。
The exploration and practice to motivate scientific and technological personnel to innovate and start an undertaking includes the construction of the national innovation system and the propulsion of the S & T system reform in macro level. And it also includes recruiting, assisting, and recommending talents in the operational level. But there is still a certain lack. To solve these problems, the article proposes the solutions such as increasing financial support, strengthening the top - level design and coordination, optimizing the technology institutional mechanisms to strengthen the incentives, and focusing on the material, mental, evaluation and development incentives.
