摘要
传统的以企业为对象的项目组织管理模式是不能适应大规模科学技术工程复杂性管理要求的。以复杂系统理论为指导,应用系统工程论、集成论、现代先进组织管理理论与方法探索大规模科学技术工程组织管理问题。将大规模科学技术工程分为三类典型项目,提出相应的三类组织模式:重大科技研发型项目系统集成虚拟组织模式、重大技术研制型项目系统集成矩阵组织模式、复杂重大工程项目系统集成网络组织模式。结合具体案例,给出三类组织模式的形式描述,并就其结构内容进行初步讨论。
The traditional project management mode of enterprise can not meet the complexity management requirements of the large - scale science and technology engineering. Based on the complex system theory, system engineering, integration theory, modem organization management theory and method, the large - scale engineering organizational management problems are discussed. Three kinds of organizational pattern are put forward for three kinds of typical large scale science and technology engineering projects : a virtual organization model of system integration for major R&D projects, a matrix organi- zational model of system integration for major technical development project, and a network organization mode of system integration for complex and major engineering project. Based on the analysis of cases, three kinds of organization forms are described and its structure and content are discussed.
