The Evolution of Preferential Policy about Minority Nationality Production of Special Articles

我国经历了计划经济体制、经济体制改革与社会主义市场经济体制三个不同的时期。在各个时期内,民族贸易与民族特需用品生产优惠政策得以发展、完善,呈现出连贯性和一致性。在不同时期国家又对这一政策进行了调整,从发现问题、分析问题到解决问题,政策显现出变化性。从演变过程看,这一政策从建议到政策、最后上升为法律,政策执行的机制化、规范化,显示出它的日益成熟性。

China has undergone three different periods, the planned economy system, reform of the economic structure and the socialist market economy. During these periods, the evolution of preferential policy about minority nationality trade and production of special articles gets development and improvement, featuring continuity and consistency. The policy is adjusted in different times and shows variability from finding problem, analyzing problem to solving problem. From the viewpoint of process, it evolves from suggestion to policy, and at last to law. The institutionalization and standardization of policy implementation shows its growing maturity.
