“十二五”时期上海市社会化养老模式初探——以长宁区为例

Exploring the Mode of Providing theAged by Society in Shanghai during the 12th Five-Year Plan: A Case Study of Changning

随着上海市老龄人口总量的持续攀升以及第一代独生子女父母为主体的"老龄潮"的到来,居家养老模式已难以满足当前特大城市的养老需求。未来数年内,上海将通过加速发展社会化养老模式、鼓励民间资本进入养老产业等方式纾解养老压力。以在全国范围内率先推行社会化养老模式的长宁区为例,对该区推行社会化养老模式过程中出现的若干问题进行研究和总结,并从政策措施制定、指标体系设计、空间规划布局等方面对社会化养老模式提出意见及建议,以期站在城市规划的视角为以上海为代表的特大型城市的养老事业提供一家之言。

With Shanghai’s rapidly ageing population, it has become harder to satisfy the need of home-stay-service by retired people. The situation becomes worse since the first generation parents of the only-child-families quickly growing old. In the near future, Shanghai wil relieve the pressure of providing the aged by several ways, such as serving the aged by society, encouraging private capital to invest the aged domain. This essay sets Changning District as the example, which has already imported social power to provide the aged firstly, in nationwide. Also, the essay studies and summarizes the problems in the progress of providing the aged by society in Changning, meanwhile, it also puts forward suggestions and proposals from the angels of policy、index and urban space layout. It hopes to give a powerful help to accelerate the cause of providing the aged, especial y in a metropolis such as Shanghai from the angle of urban planners.
