包含在跨区域调水工程管理体制内的问题非常复杂,涉及到了环境、经济、政治、技术与社会等各个领域。我国的跨流域调水工程要根据社会主义市场经济体制进行和谐建设,在管理体制中体现我国的社会主义特色。本文针对跨流域调水工程的和谐建设和管理体制的改革进行了思考。

The problem contained in interregional water trans- fer project management system is very complicated, involving all areas of environmental, economic, political, technological and social. Trans-basin water transfer project in China should be harmonious construction under the system of socialist mar- ket economy, reflects our socialist characteristics in managem- ent system. This paper thinks about the reform of interbasin water transfer project in harmonious construction and manage- rnent system.
