摘要
以美国国家科学基金、美国国防部、美国航空航天局的做法为例,介绍并总结了美国科学家及工程师早期职业总统奖的遴选标准、程序和特点,从评价指标、同行评议、资助倾斜等方面,对我国人才计划的组织实施提出了若干建议。
Taking the practices implemented by NSF, DOD, and NASA of the United States of America as examples, this paper introduces, analyses and summarizes the selection criteria, procedures and main characteristics of Presidential Early Career Award for Scientists and Engineers(PECASE), and puts forward several policy suggestions to China's talents programs' implementation, in aspects of evaluation index, peer reviews, prioritized awardees and fields.
