Analysis of the Legitimacy Mechanism of College Students’ Associations Union the CSAU

高校学生社团联合会是一种快速发展的新型学生组织,在组织目标与资源供给、组织结构与职能、组织发展轨迹等方面都具有与一般学生组织不同的特点。通过网络搜索数十所高校社联资料,并长期跟踪一所高校社联发展,可以发现,行政合法性是高校社联产生的主要依据,政治合法性是高校社联发展的重要外部推力。对行政合法性与政治合法性的过度依赖导致社联对社团的管理呈"形式化"特点。当社联自主建立起社会合法性,并掌握大量社团发展资源后,又缺少来自社团的有效监督,社联有发展成以自主组织活动为主的"超级社团"趋势。社联法律合法性建设严重滞后,这也是导致社联定位模糊的主要原因。要实现高校学生社团个性化和可持续健康发展,高校学生社团联合会应以法律合法性为核心整合合法性机制,在此基础上建立与本校校园文化相适应的学生社团管理制度。

College Students’Associations Union ( CSAU ) is a new student organization,which has been developing rapidly.The CSAU has characteristics which are different from the general student organizations,such as organizational goals and resource supply,organizational structure and functions,organizational development trajectory,and so on.This paper uses survey research methods and finds out that the administrative legitimacy is the main basis to form the CSAU,while the political legitimacy is an important external thrust of the development of the CSAU.Excessive dependence on administrative legality and political legitimacy leads to the fact that the CSAU administrates students’associations only in name.The CSAU establishes social legitimacy spontaneously and masters a large number of development resources of students’associations.At the same time,there is the lack of effective supervision from the community.As a result,the CSAU is developing into a ' super club ' .The legal legitimacy of the CSAU construction lags far behind.To achieve a personalized,sustainable and healthy development of College Students’Associations,the CSAU should integrate the legitimacy mechanism with the legal legitimacy as the core,and build a system for student organizations management,which adapts to the culture of its own campus.
