医疗设备购置前论证项目调查分析

Investigation and analysis on demonstration project before the purchase of medical equipments

目的通过对医疗机构不同岗位人员进行问卷调查,评判医疗机构设备采购前论证内容分值,找出论证缺失项目,不断完善医疗机构设备购置前论证内容。方法建立评价指标群,对收集的数据进行一般描述统计分析。结果涉及医院建设和与成本有正相关的10项指标分值最高;安全分析、技术评估等9项指标次之;委托第三方采购,须由政府采购专家组及现场监督人员严格审核的4项指标分值最低。结论成本依然是医疗机构各个岗位人员最关注的项目,建议国家加大对公立医院购置设备资金投入并严格监督资金使用,体现公立医院的公益性。

[ Objective] By questionnaire survey among personnel in different positions of medical institutions, to evaluate the scores of demonstration contents before the purchase of medical equipments, find out the missing items, and perfect the demonstration con- tents before the equipments purchase in medical institutions. [ Methods] The evaluation index group was established, and the data were analyzed by descriptive statistics. [ Results] The scores of 10 indexes, which involved hospital construction and were positive correlation with cost, were the highest, foUowed by 9 indexes of safety analysis and technology assessment, and those of 4 indexes that need be examined strictly by government procurement experts group and field supervision personnel were the lowest. [ Conclusion] The cost is still the most important project which personnel in different positions of medical institutions have con- cerned about. It is suggested that government should increase the investment of equipment purchase for public hospitals and strictly supervise the use of fund, so as to embody the public welfare of public hospitals.
