中盖项目对7城市NGO参与MSM HIV检测的影响

Impact of China-Gates program on NGO participating in the mobilization of HIV testing in MSM in seven cities

目的了解自2008-2011年,中国-比尔及梅琳达.盖茨基金会艾滋病防治合作项目(中盖项目)的实施,对7个项目市非政府组织(NGO)参与艾滋病防治工作的影响。方法收集项目市常规报表、报告和相关资料,描述参与中盖项目的NGO的工作成绩。结果 7城市累计58家NGO参与了中盖项目男男性行为人群(MSM)艾滋病病毒(HIV)检测的动员,接受检测的MSM人次数以平均每年38.2%的速度持续增长。2010年通过NGO动员发现的HIV阳性人数占各市发现阳性总人数的33.5%。但各项目地区之间和不同的NGO之间,MSM动员检测数和HIV阳性发现数均存在较大差异,获得的工作经费也随工作成绩不同而不同。结论中盖项目促进了NGO参与艾滋病防治的力度,使其发挥的作用越来越大。同时,项目的竞争机制对NGO的自我发展起到了积极的作用。

Objective To understand the impact of the implementation of China-Bill ＆Melinda Gates Foundation AIDS Prevention Cooperation Program in seven program cities on the participation of non-government organizations （NGO） in HIV prevention and control. Method Regular reports and relevant information were collected from program cities, and working performance of NGOs involved in the implementation was described. Results Totally 58 NGOs participated in MSM mobilization for HIV testing from 2008 to 2011. The number of MSM tested consecutively grew with an annual average rate of 38.20%. The proportion of HIV positive among MSM detected through NGO＇s intervention reached 33.5M of the total number of HIV detected in seven cities in 2010. However, there were significant differences between and within program cities in terms of the number of HIV positive cases found a- mong tested MSMs, program funding to NGOs also varied accordingly. Conclusion China-Gates program promotes NGO＇s participation in HIV prevention, the role of NGO is increasingly important. Meanwhile, the competing mechanism of program has a positive impact on NGO＇s self-development.
