科学在不断的进步,特别是最近几十年更是呈爆炸式发展。建设工程领域的电子招标投标即是建立在网络信息化发展之上而产生的。电子招标投标作为一种低成本、高效、低碳、公开透明的操作模式已经在美国、欧洲、日本等国家的建设工程招标投标领域取得了很显著的成果。而我国在建设工程领域采用电子招标投标的模式目前仅处于起步阶段,正在使用的大部分只是用于发布招标公告等信息。即使是发达的城市也仅在部分项目中采用网上招标投标评标电子系统,并未能全部覆盖建设工程领域的招标投标活动。我国电子招标投标的发展路途还很遥远,还需要加大更大的投入才能达到可持续发展。
