历史遗产保护政策过程中的利益主体及利益共生机制研究

A Study on Stakeholders and the Symbiotic Interest Mechanism in Historical Heritage Protection Policy Process

作为公共政策过程的政府遗产保护行为,其核心价值目标是建立一种遗产保护的利益共生机制。文章以四川李庄古镇保护实践中涉及的各主体的利益诉求为出发点,重点研究了构成遗产保护共生机制的利益表达机制、利益引导机制和利益调节机制,提出建立完善的利益调节机制必须以充分的利益表达机制为前提,利益引导机制是必要的补充。

As a public policy process, thegovernment aims to establish a symbiotic interest mechanism in heritage protection. Based on a case study of the interest demands of each stakeholder involved in the protection of Lizhuang Town in Sichuan, this paper focuses on the symbiosis mechanism of heritage protection, which consists of an interest expressing mechanism, an interest guiding mechanism and an interest adjustment mechanism, and points out that a perfect interest adjustmentmechanism should be established on the premises of an efficient interest expressing mechanism with an interest guiding mechanism as its necessary supplement.
