发达国家垄断网上科技信息传播:可能性及对策

Possibility & Countermeasures against Developed Nations' Monopolizing the Dissemination of Scientific & Technological Information on Internet

美国已基本上垄断了计算机主要硬件 (CPU )和软件 (WINDOWS系列 )的生产 ;网上信息资源以英语为主 ;发达国家开发和研究网络较早 ,网络管理技术先进 ,且资金雄厚 :由于这些原因 ,发达国家已具备了垄断网上科技信息传播的条件。不但如此 ,在利用网络进行科技信息传播方面发达国家也早已走在了发展中国家的前头。所以 ,在 2 1世纪里 ,以美国为首的发达国家很可能垄断网上科技信息传播。如果这种可能变成现实 ,发展中国家的科技信息传播业将全面萎缩 ,发达国家不但可以直接攫取这一行业的超额利润 ,而且会凭借其垄断权进行信息掠夺 ,从而使国家和地区间已形成的差距拉得更大。为遏制这种垄断的形成和发展 ,增强我国在这一行业中的竞争力 ,我们主要应采取以下对策 :尽快修改和完善保障知识产权的各项法律法规 ;加大对科技信息传播业的支持力度 ;适当降低科技信息传播业的进入壁垒 ,尽快实现集约化、专业化经营 ;从政策上鼓励科研人员在国内发表研究成果 ;加强管理 。

America has almost monopolized the production of computer's chief hardware(CPU) and software(Windows System); The English language dominates net information resources. Developed nations have long been on the way to the development and research on network with advanced management technology, abundant funds. Because of these, they have been well prepared for the monopoly of dissemination of scientific & technological information on Internet. What's more, in the field of using network for the dissemination of scientific & technological information, developed nations have been in far more advanced position than that of developing ones. Therefore, in the 21th Century, America and the leading members of developed nations are quite likely to monopolize the dissemination of scientific & technological information on Internet. If so, this industry will wither completely. Developed nations can not only obtain profound profit from this industry, but also plunder information by using monopoly power to enlarge the existing gap between the rich and poor. To prevent monopoly into form & its further development, to strengthen our competitive ability in this field, we should take the following measures: revise and perfect regulations to protect intellectual property as soon as possible; give stronger support to this kind of industry; properly reduce the barrier to the entrance of this industry, realize intensive & specialized operation the sooner the better; give favorable policy to encourage scientific research personnel to publish their achievements in China; strengthen management, train an excellent team of editors.
