Study on Coordinating the Agricultural Land Consolidaton and the Ecological Environment Construction

为协调农用地整理与生态环境建设,该文首先介绍了农用地整理的主要工作内容和产生的主要效益,随后分别阐述了农用地整理过程中土地平整、农田水利、田间道路和其他工程对农地生态环境的影响,并分析了农用地整理中存在的问题:忽视生态环境保护,整理规划和施工技术不尽合理,缺乏整理过程中保护生态环境的具体规范指导。最后,提出相应对策,包括制定合理的农用地整理生态环境影响的评价规范,加强其环境影响评价,编制科学合理的整理规划,强化土地整理综合考核。

According to coordinate the agricultural land consolidation and the ecological environment construction, the paper introduced the contents and its benefits of agricultural land consolidation firstly. Where after, the effects on ecological environment by agricultural land leveling, its irrigation and drainage and roads construction, and other engineering were analyzed elaboratively.In addition, the paper concluded some problems like ignoring the protecting on the ecological environment, inconsequence of land consolidation and its construction process, and lack of specification for them. Finally, there were some suggestions that government should draw up the specifications which define the agricultural land consolidation effects on environment, strengthen the environmental impact assessment of land consolidation, draft the scientific and reasonable land consolidation plan, and enhance the comprehensive assessment on it.
