摘要
在科学发展和建立和谐社会的大背景下,与时俱进地创新高校目标管理理念,构建刚柔相济的高校目标管理模式,既是高等教育大众化的强烈要求,也是高校不断完善内部治理结构的应然选择。我国高校目标管理中单向度的目标分解、科层式的目标实施和数字化的目标考核使高校目标管理的现状与其形而上的价值诉求正在渐行渐远。在高校目标管理的实践中践行刚柔相济的思想,要坚持制度融情、实施目标激励、推行人本管理和改革评价标准。
Against the background of promoting scientific development and ety, innovating the idea of management by objective (MBO) timely in ins and creating a model of MBO with rigidity and flexibility are not only the education but structure. Ho such as one-di building a harmonious socititutions of higher education requirement of mass higher ng their internal governance wever, there are many problems with the mensional target decomposition, hierarch MBO in China's institutions of higher learning ical implementation of targets and quantitative away from its metaphysical value pursuit. In ement, the schools should perform people-oriby introducing a humane system and target intarget assessment, which are making the MBO moving order to couple rigidity with flexibility in target manag ented management and reform the assessment standard centlve.
