论综合研究类公安情报的编写

Discussion on Writing Integrated Research-based Police Intelligence

认为综合研究公安类情报是对公安情报资料深度加工而形成的一种高端情报产品,它主要满足公安机关决策层的情报需求,但在决策中作用的发挥是相对间接的。提出编写综合研究类公安情报,应遵循服务对象的针对性、选题的现实性、情报资料的全面性、分析研究的深刻性、内容的客观性等要求。指出综合研究类公安情报包括现状调查类情报、预测预警类情报、对策建议类情报等类型,它们在编写上有着不同的要求与方法。

The paper considers that integrated intelligence is a kind of highend intelligence product abstracted from deep processed information. It meets the intelligence needs of policymakers in the public security organs, but plays an indirect role. The paper puts forward that integrated intelligence writing should follow the principles： the pertinency of service targets, the reality of topics, the comprehensiveness of information, the profundity of analysis, and the objectivity of content, etc. It also points out that integrated intelligence is divided into three types： investigation on status quo, prediction and warning, measure proposals, with different requirements and writing methods.
