Promoting connotative development through denotative development:Balanced Development of Compulsory Education in Xinping County,Yunnan Province

新平县在促进义务教育均衡发展过程中,坚持以政府为主导,以硬件建设为突破的义务教育均衡发展路径。在加速硬件建设的过程中,新平县感受到关注教育内涵发展的重要性和紧迫性,通过课堂教学改革、教师招聘改革、城乡教师交流和帮扶、发展学校特色等方式,促进教育从外延发展向内涵发展转变,形成了外延与内涵发展并重的教育改革之路。

In the process of promoting balanced development of compulsory education, Xinping County adheres to the government-led principle which takes hardware construction as its breakthrough. While accelerating the construction of hardware, Xinping county is well aware of the importance and urgency of connotative development of education. By reforming the classroom teaching and teacher recruitment, enhancing the exchange and mutual-support between urban and rural school teachers, and promoting the formation of special features in schools, Xinping county has shifted its focus from the denotative development to the connotative development of education, the path of which is laying equal stress to connotative and denotative development of education.
