广东省“双转移”、“双提升”战略模式研究

An Analysis of ‘Bi-transfer’ and ‘Bi-promotion’ Strategic Model in Guangdong Province

本文对经济、资源和环境数据进行了区域统计分析和区位商计算,指出广东四大区域经济发展水平悬殊、资源环境优劣各异、产业结构亟待优化是广东省实施"双转移"、"双提升"战略的重要原因。在此基础上,论述了"双转移"和"双提升"相互促进、提升珠三角经济地位、优化产业布局和城镇化进程的战略效应,最后提出了实施产业转移和劳动力转移、提升产业竞争力和自主创新能力的具体对策。

Based on regional statistical analysis and location quotient calculation with eco- nomic, resource and environmental data, the paper argues that the disparity in the level of eco- nomic development, differences between resources and environment, as well as needs of indus- trial structure optimization are important reasons for the implementation of ＇double transfer＇ and ＇double elevation＇ strategic models in Guangdong Provincel Simultaneously, this paper discusses the effects of this strategic model, which include mutual promotion, enhancement of economic status of the Pearl River Delta and optimization of the industrial layout and urbanization. Finally, specific countermeasures including industrial transfer, labor force transfer, competitiveness and innovation capacity enhancement are proposed.
