论土地督察制度与土地管理模式改革

为有效整治土地违法行为,土地督察制度应运而生,该制度的建立标志着我国在土地管理方面的重大变革,通过转变传统的思路,在政府内部加强监督控制以便实现对土地的有效管理,通过该制度的实施,在一定程度上规范了土地市场的经营管理秩序,地方政府所主导的土地违法行为在一定程度上得到了收敛,但是仍然存在一定的弊端。本文在此基础上,结合公民的知情权,提出"中央-地方-民权"相结合的新的管理模式。
