以教育公平理念关注民工子女教育——关于上海民工子女教育的现状与思考

Education Equality for the Migrant Workers＇ Children --Reflections on the Education of Migrant Workers＇ Children in Shanghai

最近10年来，来沪务工人员“举家迁移”趋势明显，在沪生育比例大幅提高，随迁子女的比例也逐年攀升。因此，系统梳理上海民工子女教育的发展历程，客观记载和保存特定时期的教育史实，关注这一特殊社会弱势群体享受教育公平的机会，尤为重要。由上海师范大学陶行知研究中心牵头、组织编撰的《上海民工子女教育蓝皮书》正是对这一社会新热点的积极回应。文章以研究背景、政策演变、社会关注、现状调研和未来展望五个方面为经，对当前上海民工子女教育问题的基本情况作了勾勒；同时以教育公平为纬，从共时、历时两个角度对问题的演进、政策的变迁作了进一步深入思考。

The migration trend shows that the workers tend to migrate to Shanghai with their whole families in recent ten years, and the proportion of migrant workers＇ children to the total number of children in Shanghai is on the rise due to the fact that more children of the migrant workers were born in Shanghai and more children were brought to Shanghai by their parents. Therefore, to ensure the civil quality of the future residents in Shanghai and to lay a foundation of the harmonious development of society, it is necessary to review the development of the education of the migrant workers＇ children in Shanghai, keep and record the educational history of certain periods objectively and give concerns over opportunities of equal education offered to the socially underprivileged. Education Blue Paper on Migrant Workers＇ Children in Shanghai, compiled by Tao Xingzhi Research Center of Shanghai Normal University, is a response to the hot social issue. This paper outlines the current situation of the education of mi- grant workers＇ children in Shanghai in five aspects： the research background, policy evolution, society concern, field work and future prospects. Meanwhile, focusing on education equality, the paper expounds further the evolution of the issue and policy changes synchronically and diachronically.
