旅游活动的本质是文化性.旅游资源是旅游产业发展的基础,在旅游产业发展过程中,旅游资源是载体,文化是灵魂.以信阳市商城县为例,将"山水为体,文化为魂"的开发理念融入到实践中,推动了该县旅游产业的发展.

Tourist activity is cultural in essence.Tourism resource is the base of the tourism industry development,during which tourism resource is a carrier and the culture is the soul.The thesis applies the development idea of＂scenery is the body,culture is the soul＂into practice and promotes the tourism industry development in Shangcheng,taking Shangcheng county of Xinyang city as an example.
