浦东新区公立医院运营发展指数模拟分析

Simulation analysis of the operation and development index for public hospitals in Pudong new district

目的研制适合于公立医院运营状况的评价体系，以便科学地评价公立医院运营发展情况。方法构建公立医院运营评价指标体系，抽取各类公立医院共10家，计算各指标环比增速的加权平均值，以获得运营发展指数。采用2009年至2010年模拟数据，纵向评价浦东新区公立医院运营发展状况。结果浦东新区公立医院总量发展指数为104．25，效率发展指数为101．59，满意度发展指数为101．50，总体运营发展指数达到102．23。结论浦东新区公立医院要从外延式规模扩展转向内涵建设，注重改善运行效率和满意程度。

Objective To develop a measurement system for operations of public hospitals, for scientific evaluation of their development and operations. Methods In building such a t system, 10 public hospitals were sampled to calculate the weighted mean of chain relative ratio of each indicator, obtaining the operation and development index. Simulation data of 2009 and 2010 were used for horizontal measurement of the operation and development of public hospitals in Pudong New District. Results The development indexes of total, efficiency, satisfaction and overall operation of such public hospitals were 104. 25, 101.59, 101.50 and 102.23, respectively. Conclusion Public hospitals in Pudong should shift from epitaxial scale expansion to connotation construction, and attach great importance to improving their operational efficiency and satisfaction.
