我国现阶段的市场失灵及其与政府干预的关系研究

The Market Failure and Government Intervention and Their Relationship in China

市场失灵与政府干预及其关系的问题一直是经济学理论界争论不休的一个话题。本文将市场失灵划分为效率性市场失灵、公平性市场失灵、不成熟性市场失灵三大类型,将政府干预划分为反市场经济的政府干预和对市场经济的政府干预。在重点突出发展中国家或经济转型期国家所特有的不成熟性市场失灵及反市场经济的政府干预的基础上,结合我国现阶段市场失灵的主要表现及政府干预的主要类型,有针对性地提出理顺我国现阶段各种市场失灵与政府干预的建议。

The problem of the market failure and government intervention as well as their relationship has always been one subject of arguments in economics circles.This paper divides the market failures into three types:market failure in efficiency,market failure in fairness and market failure in immaturity,and divides government interventions into two types:government intervention of anti-market economy and of market economy.On the basis of emphasizing the special immature market failure and anti-market economy government intervention in developing countries and economic transition countries,combining the main types of market failures and government interventions in China,this paper comes out some strategies to disentangle the relationship between market failure and government intervention.
