地方政府社会管理创新中的伙伴关系研究

A Research on the Partnership in the Process of Social Management Innovation of Local Government

"伙伴型"府际关系,是政府间关系模式理论发展的新走向,也是现代政府发展的趋向之一。适应市场经济的纵深发展,回应城市化进程中的问题外溢,缩小地区间差距是发展伙伴型府际关系的客观理由。在地方政府的社会管理创新中,伙伴型府际关系作为政策工具创新,不仅有利于实现基本公共服务均等化,有利于基本公共服务标准的提升,而且有利于政府管理资源的整合。虽然,社会管理创新过程中形成的伙伴关系,能够起到"双赢效应",即促进政府与合作者的双向发展,但伙伴关系并不是灵丹妙药,社会管理中政府依然是绝对的主导者。

Intergovernmental partnership is a new development trend of the theories on intergovernmental relation modes, and one of directions of modern government development. To adapt to the development of the market economy both in scope and in depth, to respond the problems occurred in the process of urbanization, and to narrow the gap of development in dif- ferent areas are the objective reasons of the development of the intergovernmental partnership. In the course of social man- agement innovation of local government, the intergovernmental partnership, as a new policy tool, benefits for equal access to basic public services, helps to improve the standard of basic public services, and promotes the integration of the public administration resources. Even though the partnership formed in the process of social management innovation could take the win - win effect, i. e. , promote the development of both the government and the other partners, it is not the panacea. The government is still the dominant in the process of social management innovation.
