重庆水文分级管理体制改革的实践探索

Reform of hydrological management system at each level in Chongqing: practice and exploitation

重庆市在水文分级管理体制改革中设置了38个区县和1个经济开发区水文管理机构,基本建立了市级、区县级的水文分级管理体制。介绍了水文分级管理体制改革的背景、水文机构职能划分情况,以及体制改革取得的成效,分级管理体制的建立在重庆市防汛抗旱抢险、突发性水事件处置及中小河流水文监测系统项目建设方面,凸显了体制优势,发挥了显著的经济和社会效益。

Hydrological management systems are set up in 38 districts and counties and one economic development zone in Chongqing Municipality.A leveled management system for hydrological matters is built at city and county levels.Background of reform and functional division of hydrological institutes are introduced.Great achievements are made in institutional reform that shows big advantages in flood control and drought relief and handling of emergency water incident with construction of hydrological monitoring system in medium and small rivers,and generates remarkable economic and social benefits.
