摘要
本文在深入开展我国PM2.5污染现状以及关键问题分析的基础上,提出作为区域复合型大气污染的典型代表污染物PM2.5污染具有较强的区域性,因此我国未来PM2.5污染控制战略:从区域着眼,从区域与城市着手,以标准为尺度,以企业排污控制为落脚点。同时切实采取以下保障措施:一是完善大气环境保护法规体系;二是健全管理体制;三是强化污染监测预警评估体系;四是完善颗粒物减排的价格政策及地区补偿机制;五是加强相关的科学技术支撑储备。
On the basis of analyzing the development in PM2.5 pollution and the present situation and key problems in China, this paper puts forward PM2.5 pollution control strategies： from regional, from regional and city, in a standard to measure, to enterprise pollution control for the foothold. At the same time to take the following security measures： First, to improve the atmospheric environmental protection laws and regulations system; Secondly, to improve the management system; Third, to strengthen pollution monitoring early warning and assessment system; Fourth, to perfect particulate matter emissions price policy and regional compensation mechanism; Fifth, to strengthen related support of science and technology reserves.
