Nanping Tobacco Planting Comparative Benefits Investigation and Countermeasures

烤烟是南平市主栽烟草类型,是主要的大田经济作物,也是我国优质卷烟的原料基地。近几年对南平市烟草种植比较效益的调查分析结果显示,南平市烟草种植比较效益下降,与其他经济作物相比,烟草种植的经济收入劣势更加明显,导致烟农积极性不高。针对上述因素,结合南平市烟草种植发展的实际,提出采取适时调整烟草收购体系,返还部分农特税,通过"发展生产专业户、大力推广商品化育苗"等措施,建立现代化的社会服务体系;通过"发展适度规模的经营户、提高规模经营户的素质、进行土地流转方式的改革",加快南平市"职业烟农"的培养,提高南平市烟农经济效益。

Flue-cured tobacco is the main tobacco type and main field crop in Nanping City, where is the material base of high quality cigarette in China. The comparative benefits of tobacco planting in Nanping City in recent years were investigated. The results showed that the comparative benefit of tobacco planting in Nanping City is decreasing. Compared with other economic crops, the disadvantage of tobacco planting income is more obvious, leading farmers＇ enthusiasm is not high. In view of the above factors, combined with the development of tobacco planting in Nan- ping City, several countermeasures were put forward for improving tobacco growers＇ economic benefit, such as adjusting tobacco purchase sys- tem, establishing modernization social service system, improving tobacco growers＇ quality, reforming land transfer way and so on.
