The practice of ＂One Country, Two Systems＂ is the exploration of the combination of Marxism and the road of socialism with Chinese characteristics. 16 years of the great practice has given them a store of val- uable experience, as well as the self--confidence of taking the road of socialism with Chinese characteristics. Therefore, to understand and evaluate the policy of ＂One Country, Two Systems＂, they need to explore the law in the national conditions and the development of the times. Its success reflects the Party＇s insisting on the principles and flexibility in dealing with internal problems of the country, and it is adapt to the develop- ment of productive forces and production relations. It enriches and develops Marxist theory of state.
