摘要
排污权有偿使用初始分配定价是排污权有偿使用和交易制度建设的关键环节与核心技术问题之一。文章立足深圳市流域经济发展特征与水环境状况,针对排污权有偿使用价格的三大构成要素——平均治污成本、地区差异系数和行业差异系数,从方法学上初步构建以恢复成本法、层次分析法与绩效评估法为一体的化学需氧量排污权有偿使用定价方法,并对深圳市排污权有偿使用价格进行研究。
Establishing the mechanism of compensated use and trading of emission rights has been proved as an important measure to strengthen the total amount control of pollutant and improve the efficiency of emission reduction.Based on Shenzhen’s economic and environmental conditions,a series of key elements such as average cost of pollution control,regional difference coefficient,industry difference coefficient are proposed.Cost recovery,analytical hierarchy process（AHP） and Performance evaluation methods are employed to provide theoretical and technical guidance for assessing the initial price of COD emission rights.Detailed analysis in terms of initial price has been finished for the first batch of pilot enterprises.
