国际法与国内法是两个平行的法律体系。国际法与国内法协调发展是当代国际生活的基本要求。我们既反对颁布国内法去否定公认的国际法准则的错误倾向 ,又反对打着国际法的旗号 。

International law and domestic law are two parallel law systems. Coordinating the development of international law and domestic law is the basic claim of the contemporary family of nations. We oppose both the wrong inclination of promulgating domestic law to negate the established principles of international law, but also the wrong inclination of taking human rights using international law as a banner to negate sovereignty.
