论农业面源污染防治管理制度的完善——从政府角色的定位切入

Perfection of Agricultural Non-point Source Pollution Prevention and Control Management System: Starting from Orientation of Government’s Role

从现有的农村环境防治管理制度及其存在的问题入手,分析了政府在农村面源污染防治管理制度中的角色定位,提出了以下建议:完善农村面源污染环境管理制度建设;健全完善法律保障机制;改革经济发展方式和政绩考核制度;培育和扶持市场和第三部门。

Starting with rural environment prevention and control management system and its existent problems at present , the paper analyzed the role of the government in managing the non -point source pollution in rural areas , and put forward the following suggestions:improving the construction of rural non -point source pollution management system , enhancing and perfecting legal safeguard mechanism, reforming economical developmental mode and achievement evaluation system , and breeding and supporting the market and the third sector.
